About this course

State and local governments run many specialist services side by side: answering resident requests, publishing agendas, issuing birth certificates, managing grants, hearing property tax appeals, billing for water and power, maintaining vehicles, staffing polling places, keeping police evidence, coordinating homelessness services and supplying shelters in a disaster. Moraph offers a product for each of these. They share a common pattern: records that move through stages, separate roles for preparing and approving, and an audit trail that cannot be edited.

This course takes you through eleven products in three modules, with worked examples using fictional places such as Example City and Example County. You learn the everyday tasks, the settings administrators look after and, just as important, where each product stops. None of them sets law, values, rates or eligibility for you, holds or moves public money, or replaces the judgment of your clerk, counsel, registrar, board or incident commander.

What you’ll be able to do

  • Take, route, work and close a resident request in 311 Omni-Channel Citizen Intake, and explain how duplicates and routing rules work
  • Take an agenda item from department draft to published agenda, recorded vote and approved minutes in the Legislative Management Suite
  • Issue certified vital records under eligibility rules, decide held requests and reconcile security paper in Vital Records Digitization & Fraud Guard
  • Manage a grant from opportunity to closeout, and handle assessment appeals, utility bill runs and fleet maintenance with the right approvals
  • Staff an election workforce, protect digital evidence and homeless clients' information, and coordinate disaster logistics under ICS
  • Tell which decisions each product records for you and which stay with your clerk, counsel, registrar, board, privacy officer or incident command

Skills you’ll gain

  • Service request intake and routing
  • Open meeting records
  • Vital records issuance controls
  • Grant and revenue administration
